Sanchar Saathi gives citizens the power to check the validity of mobile devices, track lost phones, and block mobiles. Sanchar Saathi contains various modules like CEIR, TAFCOP etc.

Chakshu allows citizens to report suspected fraudulent communications that are intended for defrauding users of telecom services, whether it is cybercrime, frauds involving financial transactions, or non-bonafide purposes such as impersonation, or other abuses through Calls, SMS, or WhatsApp.

Report an Incoming Call with Indian Number

  • Subscribers in India receive international calls with a number that begins with a country code different than India (+91). In rare cases, international calls with Indian numbers (beginning with +91 or no number) are received by Indian subscribers.
  • The Department of Telecommunications is requesting subscribers to report such incidents on the toll-free numbers 1800110420/63.
  • Your Telecom Service Providers will also send you this advisory via SMS.

You can identify the number of mobiles that are issued under their name

A subscriber may only have a maximum of 9 connections from the Telecom Service Providers in India. Subscribers in J&K and Assam, as well as the North Eastern States are restricted to six mobile connections. The Service Provider will disconnect any mobile connections that are activated in a chronological order and exceed the limit.

  • Visit the TAFCOP page of Sanchar Saathi Portal to know about mobiles issued under your name.
  • Enter your mobile number. Enter your mobile number to log in.
  • You can select a mobile number from the list by clicking on ‘Not Required’.

Chakshu – Report Suspected Fraud Communication

DoT urges its citizens to report fraud suspected communications via Sanchar Saathi in order to assist DoT with the prevention of cybercrime, financial fraud and misuse of telecom services.

Some examples of suspected fraudulent communications include communication related to a Bank Account/Payment Wallet/SIM/Gas connection/Electricity connection/ KYC expiry/deactivation/impersonation related as Government Official/Relative, Sextortion-related etc.

Reporting fraudulent mobile numbers

  • Know the mobile connections issued in your name, visit https://tafcop.sancharsaathi.gov.in/telecomUser/
  • Enter your mobile number. Enter your mobile number to log in.
  • You can select a mobile number from the list by clicking on ‘This Is Not My Number’.
  • Check the box stating ‘This number is not mine’ or indicating ‘Not Required’ for the connection to be reported.
  • To submit a request, click the “Report” button.

Service providers flag mobile connections that are reported with a ‘This number is not mine’ or “Not required” to be re-verified. The process of re-verification involves confirming that the subscriber is who they claim to be by comparing their records with those of the service provider. You can use any digital method available to do this. To verify the actual identity of the user, the subscriber’s photograph and Proof of Identity document (PoI), are compared to the records. The subscriber does not have to provide the same PoI as the one submitted when obtaining their mobile connection. You can submit any specified PoI documents. Verification shall only be done for subscriber identity.

The following are the timelines for different activities for mobile SIM cards that are flagged as needing re-verification:

  • The suspension of outgoing services must be done within 30 days.
  • Within 45 days, all incoming services must be cancelled.
  • If you fail to re-verify your mobile phone connection within 60 days, it will be disconnected.
  • Please note: If a subscriber has a physical disability, is hospitalized or on roaming abroad, an additional 30 days can be granted for the above mentioned activities.

Can a mobile subscription obtained by an individual’s POI/POA be transferred to another individual?
The mobile connection cannot be transferred. Changes in names between blood relatives/legal descendants are permitted, provided there is no objection by the current subscriber. A new Customer Acquisition Form must be submitted and the registration procedure for a new subscriber followed. In such cases, a new SIM Card will be issued. Subscribers can contact the service provider to initiate this process.

Block/trace lost mobile phones

CEIR, the Department of Telecommunications’ citizen-centric portal for tracking lost/stolen devices. It also allows for the blocking of mobile phones that have been lost or stolen in all networks of telecom operators, so they cannot be used by anyone in India. The traceability of the mobile device is created if anyone attempts to use it. If the mobile phone has been found, it can be unblocked and used by citizens.

If the phone has been stolen or lost, it is important to block its IMEI.

How do I block the phone if it’s been lost or stolen?

  • It is easy to follow the steps below:
  • Report the incident to the police and retain a copy.
  • You can get a second SIM card for your lost number by contacting the telecom provider you use (e.g. Airtel, Jio Voda/Idea BSNL MTNL). You will have to use this primary number when requesting the blocking of your IMEI. (OTPs will be sent via this number).
  • Please note that SMS is available on reissued SIMs after 24 hours.
  • Prepare your documents – you will need a police report copy and an identity proof. The mobile invoice can be provided.
  • Attach the necessary documents to the form and fill out the registration request for blocking the IMEI. To access the form, click here.
  • You will receive a Request ID after submitting the form. This ID can be used to check the status of the request or unblock the IMEI at a later date.
  • State Police. The user will receive the message: “Request exists for IMEI *** *** and Mobile Number ***, with FirNo=*** on *** from State Police.” After submitting the block request, this means that the CEIR already has a request in place for the user’s IMEI number and mobile phone.

The user’s mobile phone will be blocked 24 hours after the request is submitted. Once the user’s phone is blocked it can no longer be used by any Indian network.
The police will still be able to track the phone.

How to unlock your mobile phone’s IMEI code?

Unblocking the IMEI is only possible if the phone has been located and the owner possesses it. You can do the same by following these steps.

The user must report the phone to their local police to unblock its IMEI. The user may then unblock their phone using any of the methods below:

  • Visit https://www.ceir.gov.in/Request/CeirUserUnblockRequestDirect.jsp and submit the required form.
  • The IMEI number will unblock after submitting this form.
  • Notification: Users who have registered their blocking requests with State Police will need to contact State Police to unblock the phone.
